CURRICULUM VITAE

I-Min Hsiao brings over 20 years of experience in non-governmental organization (NGO) practices and public policy advocacy, with a steadfast commitment to judicial reform, human rights protection, and the institutional development of victims’ rights in Taiwan. He currently serves as the Deputy CEO of the Association for Victims Support (AVS) and is the Founder of Victim Support Taiwan (VST).

His expertise as a professional NGO executive spans frontline service integration, cross-national comparative perspectives, and national policy advocacy. In organizational operations and leadership, he excels in strategic planning, resource integration, and cross-departmental coordination. He is dedicated to practically transforming casework experiences and data trends into actionable legal recommendations and public discourse.

His academic training is grounded in law and has progressively expanded into international human rights. His research and writings cover judicial reform topics such as wrongful conviction exoneration, gender equality, disability rights, and judicial accountability. In recent years, he has deepened his focus on international human rights law, expanding his research scope to democratic defense against authoritarian expansion and State obligations in protecting victims’ rights.

Judicial Reform Foundation (JRF) (2011 – 2024)

  • Development Manager (2023 – 2024)
    • Applied for and won the World Justice Challenge, managed fundraising programs and donor relationships.
    • Participated in advocating for the amendment of the Crime Victim Rights Protection Act, enhancing the right to information; published the Judicial Accountability manual.
  • Office Director (2019 – 2022)
    • Directed office operations, supervised staff, and ensured smooth cross-departmental workflows.
    • Monitored the legislation of the Citizen Judges Act and the amendment of the Judges Act; promoted the establishment of the “Crime Victim Rights Protection Alliance”; advocated for the amendment of four major acts preventing digital gender-based violence; organized the pro bono legal team supporting Hong Kong protesters.
  • Complaint Center Director (2011 – 2018)
    • Led the Complaint Center, coordinating public grievances with legal teams; drove policy reform advocacy based on data and trend analysis of complaint cases.
    • Established the legal intern training mechanism; served as the project lead for multiple wrongful conviction exoneration cases; participated in the rescue campaign for Lee Ming-che.

Humanistic Education Foundation (2003 – 2011)

  • Executive Secretary
    • Spearheaded the amendment of the Educational Fundamental Act to ban corporal punishment in schools, achieving a landmark legislative milestone for children’s human rights in Taiwan.
    • Advocated for amendments to the Teachers’ Act and Primary and Junior High School Education Act, and organized public interest litigation for state compensation regarding campus sexual assault.
    • Directed human rights education and public outreach programs, including a long-term commitment to the Su Chien-ho exoneration movement and extensive campus speaking tours.
